2451931 - "Could not open app, Please try again later" Error for Fiscal Year Change, Recalculating Values, Manage Depreciation Runs Fiori Tiles

The path to the ICF node at /sap/bc/ui5_ui5/sap/nw_aps_apj does not exist and cannot be activated to meet configuration prerequisites for the Fiscal Year Change, Recalculating Values, and Manage Depreciation Runs Fiori tiles. When trying to access the tiles the following errors occur:

• When attempting to access the Fiscal Year Change tile, the user receives an on-screen error stating "Could not load tile". Browser debug console and see a 404 error stating "Error: found in negative cache..."
• When attempting to access the Recalculating Values tile, the user receives an on-screen error stating "Could not load tile". Browser debug console and see a 404 error stating "Error: found in negative cache..."
• When attempting to access the Manage Depreciation Runs tile, the user receives an on-screen error stating "Could not load tile". Browser debug console and see a 404 error stating "Error: found in negative cache..."
