2452650 - User password expired with maximum_unused_initial_password_lifetime set at shot time

Admin create a user and don't require initial password change. End user is able to log on within "Lifetime of Initial Password". After the "Lifetime of Initial Password", end user fail to log on even when "Maximu Password Lifetime" hasn't been reached. Error "user is deactivated: maxium unused initial password lifetime exceeded" would be shown.
