Symptom

You are recieving the following error randomly within IDM - 

JDBCHandler constructor failed Connecting to DB JDBC: SQLServer: //<Server Name>: <Port>; database name = <db name>; user = <username>; password = <password>

com.microsoft.sqlserver.jdbc.SQLServerException: The driver could not establish a secure connection to SQL Server using SSL (Secure Sockets Layer). Error: "SQL Server has returned an incomplete answer. The connection has been disconnected."
