2453486 - RFC Error in Managed System Configuration - SAP Solution Manager

It is possible to check the issue in different places:

• In transaction SOLMAN_SETUP, Managed System Configuration step 3 Maintain RFCs, the following error message is seen:
  Error when opening a RFC connection (CPIC-call: 'ThSAPOCMINIT' : cmRc thRc=17=223 connection to a CPIC PROGRAM )
  
  
• And in transaction SM21, the dev_W* log shows:
  Communication error, CPIC return code 017, SAP return code 223
  > CPI-C function: CMINIT(SAP)
  
  
• Based on the workprocess number shown in the SM21, the developer trace file of the workprocessshows an error message similat to below:
  A  *** ERROR => RFC Error RFCIO_ERROR_SYSERROR in abrfcpic.c : 2614
  CPIC-CALL: 'ThSAPOCMINIT' : cmRc=17 thRc=223
  Verbindung zu einem CPIC-Programm abgebrochen (read mißlungen )
  HOST =<host/saprouter string>
  SERV =<port>

And you could see the host name/SAProuter string and port that is used by SOLMAN_SETUP to connect to the managed system.
