2453486 - RFC Error in Managed System Configuration

In transaction SOLMAN_SETUP, Managed System Configuration step 3 Maintain RFCs, you are getting error similar to below:

Error when opening a RFC connection (CPIC-call: 'ThSAPOCMINIT' : cmRc thRc=17=223 connection to a CPIC PROGRAM )

And in transaction SM21, you are able to see error similar to below

Communication error, CPIC return code 017, SAP return code 223
> CPI-C function: CMINIT(SAP)

Based on the workprocess number shown in the SM21, you could check the developer trace file of the workprocess, and you could see error similar to

A  *** ERROR => RFC Error RFCIO_ERROR_SYSERROR in abrfcpic.c : 2614
CPIC-CALL: 'ThSAPOCMINIT' : cmRc=17 thRc=223

HOST =<host/saprouter string>
SERV =<port>

And you could see the host name/SAProuter string and port that is used by SOLMAN_SETUP to connect to the managed system.
