2453533 - Withholding tax condition and discount/surcharge condition cannot get determined in rebate settlement (VE 008)

During settlement of rebate agreement, system generates rebate credit memo request. Withholding tax condition is not determined in the pricing result in rebate create memo request even though you've made customizing settings according to SAP Note 178824. If you check pricing analysis, you can see error VE 008 Condition record exists (removed manually) for the determination of withholding tax condition. The same issue may also occur with discount/surchage condition type.
