2453533 - Withholding tax condition and discount/surcharge condition cannot get determined in rebate settlement (VE 008)

During settlement of rebate agreement, system generates rebate credit memo request. Withholding tax condition is not determined in the pricing result in rebate create memo request even though the customizing from SAP Note 178824 are applied.
When checking the Pricing analysis, error VE 008 Condition record exists (removed manually) for the determination of withholding tax condition is displayed. The same issue may also occur with discount/surcharge Condition types.
