Symptom

While running an upgrade on a Solution Manager or SAP ERP system using SUM,

The Upgrade halts in phase PREP_INIT/INIT_CNTRANS_PRE:

Severe error(s) occurred in phase PREP_INIT/INIT_CNTRANS_PRE!
Last error code set: File '/usr/sap/<SID>/SUM/abap/log/SELTAIA.LOG' does not contain lines starting with 'ART_TAB>>>

Alternatively, the error may look like this:

Log file: DIR_PUT/log/SELTAIA.LOG:

Severe error(s) occurred in phase PREP_INIT/INIT_CNTRANS_PRE!
Last error code set: Cannot open '/sapcd/SUM/SUM/abap/log/SELTAIA.LOG': No such file or directory
