2454008 - KSNW751SR0SP00.SAP or RSNW751SR0SP00.SAP are missing running SWPM

Symptom

SWPM stops with the error in screen: "No such file <path>/KSNW751SR0SP00.SAP" or "Transport file '<path>/RSNW751SR0SP00.SAP' does not exist".

In the sapinst_dev.log you can see an error like this:
