2455249 - Error while Unregistering in GAC with SAP Groupware Connector

Symptom

While upgrading SAP Groupware Connector, the following error can be seen on the step "Unregistering dlls from GAC":

Error --- Error while Unregistering in GAC
Error --- The system cannot find the file specified
Error ---    at System.Diagnostics.Process.StartWithCreateProcess(ProcessStartInfo startInfo)
   at System.Diagnostics.Process.Start() 
   at SGWI70_PATCH_TOOL.Controllers.GACManager.UnRegisterFromGAC()

or

Error --- Error while Unregistering in GAC
Error --- Cannot start process because a file name has not been provided.
Error ---    at System.Diagnostics.Process.Start()
   at SGWI70_PATCH_TOOL.Controllers.GACManager.UnRegisterFromGAC()
