Cannot Change Aggregation to Sum on some measures

Lumira Desktop 1.31

1. Create a Lumira report on BW query.
2. In Visualize Room, click on a measure, select Change Aggregation.
3. Noticed that only Count(Distinct), Count(All) appeared. Cannot select Sum. 

There is no data maintained for this Key Figure.

Maintain BW data for the Key Figure.
