2455810 - Disable "View only Items/Programs that help me close competency gaps"

In the Career Worksheet (CWS) when users click the link to "Add New Learning Activity -> Search By Competency" - the Learning Activities by Competency popup displays the option "View only items that help me close competency gaps". This is defaulted to ON.

1.  Log in to integrated instance.

2.  Click Development in the dropdown menu.

3.  Add Learning Activity

4.  The screen that appears, has the following phrase at the top of the page:

View only Items/Programs that help me close competency gaps

Please be informed that it is enabled by default. The point of the pop-up is to show courses that help people close gaps or increase the mastery level.

This is set on the code level and hence there is no configuration to disable this feature.
