During a transport request's import or a ChaRM collection import, the Generation of Programs and Screens step is not performed. Transport requests remain in the import queue.
In case of a ChaRM collection import it can cause issues because the affected requests has the status "Request waiting to be imported" and as such appearing in the tasklist.
