2456977 - JACCException - while starting AS Java service

Symptom

While trying to start a particuar service under "Application Resources" it fails to start.

In default trace files search for the name of the app or service. Similar error entry can be found:

"com.sap.engine.services.deploy.container.DeploymentException: com.sap.engine.services.ejb3.jacc.JACCException: Run-as is specified for security role SAP_REMOTE_USER_ADMIN but there isn't a user mapped to this security role.

Caused by: com.sap.engine.services.ejb3.container.ActionException: com.sap.engine.services.ejb3.jacc.JACCException: Run-as is specified for security role SAP_REMOTE_USER_ADMIN but there isn't a user mapped to this security role.
...
Caused by: com.sap.engine.services.ejb3.jacc.JACCException: Run-as is specified for security role SAP_REMOTE_USER_ADMIN but there isn't a user mapped to this security role."

Usually this happens after SP upgrade.
