Symptom
The user cannot add objectives or add competencies directly to the form even if "Allow add objective" and "Allow add competency" are enabled in Manage Templates.

Reproducing the Issue
- Go to Admin Center > Performance Management > Manage Templates > Performance Review
- Select your template
- Click on Edit Fields and Sections, and then select a Goal or Competency section
- Click on Show advanced settings...
- Check " for goals, or "Allow users to add competencies" for competency sections
- Save the template, and launch the form
- There will be no "Add Goal/Competency" button on the section
Cause
Form templates need to have action permissions configured to allow specific roles access to the button.
Resolution
- Open the template in Manage Templates and go to the problem section
- Click on Show advanced options...
- Scroll to the very bottom
- Click on [X] Action Permission(s) defined. Click to modify.
- Check if there are any existing permissions for "Add Item"
- Ensure that at least one of them has the type "Enabled," with the exact role specified to have the access as shown below:
- Click Done, and then Save
- Relaunch the form
