2457379 - 3rd party portal application is deployed with "warning" and shows "implicit stopped (dependency failed)" state

Symptom

After deploying and application with a certain tool (eg. SUM, NWDS, Telnet etc...) following similar warning appears in deploy.trace file (in this case a jkti application is affected):

Description: 1. Warning occurred on server <XXXXXXX> during deploy of jkti.com/com~jkti~ume~logon~uiEAR : References Test: There are no matching deploy time references (described in META-INF/SAP_MANIFEST.MF) for the following runtime references [jkti.com/com.sap.security.core.logon] (described in the META-INF/application-j2ee-engine.xml), file: com~jkti~ume~logon~uiEAR.ear, severity: warning
CSN component of deployment item is not available 2. Exception has been returned while the [jkti.com/com~jkti~ume~logon~uiEAR] was starting. Warning/Exception :[][ASJ.dpl_ds.006153 Error occurred while starting application [jkti.com/com~jkti~ume~logon~uiEAR]: It is not started successfully on server nodes [<XXXXXXX>]. In order to bring the server in consistent state stop operation will be performed.

Application shows "Implicit stopped (dependency failed)" state:

When trying to start this affected application (via NWA or Telnet) following exception is logged:

Error occurred on server <XXXXXXX> during startApp of jkti.com/com~jkti~ume~logon~uiEAR : com.sap.engine.services.deploy.exceptions.ServerDeploymentException: Clusterwide exception: [server ID <XXXXXXX>:com.sap.engine.services.deploy.exceptions.ServerDeploymentException: Application jkti.com/com~jkti~ume~logon~uiEAR cannot be started. Reason: it has hard reference to application jkti.com/com.sap.security.core.logon, which is not active on the server because  application is not deployed. Probably refering application jkti.com/com~jkti~ume~logon~uiEAR declares runtime but no deploy-time dependency to the referred application which is wrong. Deploy the component jkti.com/com.sap.security.core.logon or contact owners of application jkti.com/com~jkti~ume~logon~uiEAR to check their references...

KBA 2170767 describes similar case however in current case (3rd party apps) it is not applicable.
