Symptom
- Users are able to finalize Performance Management forms with no or too few goals within the goal section.

Reproducing the Issue
- A user sends a PM form to the next step with no goals/objectives or too few goals/objectives in the Goals/Objective section.
- Although the goal plan XML may be configured with minimum number of goals, the form moves to the next step.
Cause
- The minimum/maximum validation in Goal/Objective Plan provides "soft" warnings and are not enforced (i.e. nothing is stopping the user from not meeting the limits configured) as explained in article 2072231.
- The PM v12A template must be configured to enforce minimum/maximum number of goals.
Resolution
To set the minimum and maximum number of goals in the goal/objective section of a PM form;
- Go to Admin Center > Perfomance Management > Manage Templates
- Click on the Performance Review tab
- Choose the current template name.
- Expand Edit Fields and Sections.
- Select Objectives/Goals (Label may be other custom label), and click on the Show Advanced Options link
- Enter the values for the minimum and maximum number of goals desired
- Make sure the option Allow users to add/remove Goals within the section is enabled
- Save the template
Note: Changes made to the template will not affect live forms, for chages to take effect new forms will need to be launched.
The settings below have an impact on what is brought over to the performance form from the goal plan, the users will need to have the ability to add/remove goals:
Note: The "Minimum Goals Required" and "Maximum Goals Allowed" configuration will also apply if the Section Type is changed to "Individual Development Goal Section".
