2457922 - Optimizer dos not delete existing order

You have an already created Order and during the SNP Optimizer this order is not deleted and then not re-planned.

For example:

For Product A01 at Location B02 you have a Purchase Requisition already created. During the Optimizer Planning run the order not being deleted, and so, the Optimizer is not re-planing it.

The IT_PROCUR table in this case is Empty.
