Reproducing the Issue

  1. Navigate to the Manage Offer Letter Templates page
  2. Attempt to create an offer letter
  3. The dropdown menu for the Change Country & Language field is unselectable

OR

  1. Navigate to the Manage Offer Letter Templates page
  2. Attempt to create an offer letter
  3. Values are missing from Change Country & Language drodpown

Cause

  1. Country of Residence field in Candidate Profile Template is not associated with picklist ID "country".
  2. Standard country picklist ID is not defined in picklist center.
  3. Values in country picklist are not in accordance to the standard country values detailed in KBA 2220688 - Candidate Country field behavior and Known Issues - Recruiting Management.

Resolution

  1. Country of Residence field should be mapped to country picklist id in candidate profile. The standard country field in the template should always be mapped to the standard country picklist.
  2. Country picklist ID should be defined in Picklist Centerand it should have all the countries values in ISO country code format.
  3. Make sure that the country values have the correct labels according to the KBA 2220688 - Candidate Country field behavior and Known Issues - Recruiting Management, and the correct External Code pointing to the 3-letter-code from ISO 3166.

Note: The country element must contain a two digit ISO code for the applicable country or an asterisk to denote all countries, such as US, DE, UK or *. The country element defines the field and background element permissions for candidates in a particular country, where the candidate’s country is determined by the country field on the Candidate Profile. For this feature to function properly, the Candidate Profile must contain a field definition with the id="country" type="picklist" where the picklistid="country". The country picklist loaded into the instance must be the ISO standard country values . The system converts this behind the scenes into the two character ISO country code, such as US, DE or UK. Do not tie the country field to the ISOcountry picklist; this picklist is reserved for Employee Central.

Also make sure that you have the labels for the picklists in English US and Default Value, since Recruiting uses English US as the standard language. If you are not using US English, you can disable the language after adding the labels.
