2458411 - "Select a valid unit" is displayed when creating an Initiative

Symptom

When trying to create a new Initiative the message "Select a valid unit" (DPR_TASK 002) is displayed. None of the fields in the new initiative are ready for input (i.e. they are all dimmed).
