Special characters from Cover Letter preview not displaying correctly.

Reproducing the Issue
Recruiting > select a job requisition > select a candidate > open the Cover Letter > special characters from candidate's Cover Letter preview is not displaying properly, see an example below.
Cause
The cover letter uploaded by candidate was saved on 'Windows (Default)' type of text encoding which does not translate special characters.
Resolution
The cover letter should have saved and uploaded as 'Unicode (UTF-7)' type of text encoding since the text contains special characters. As a workaround, the cover letter may be saved to see the correct value of the special characters.
As an example below, the cover letter was saved and uploaded as 'Unicode (UTF-7)' type of text encoding and cover letter shows the correct value of the special characters.
