2459234 - Missing Access SuccessFactors Learning Offline

When searching for the role workflow Access SuccessFactors Learning Offline, the Role is not located under (Security->Role->Workflow Tab).

The Role is not added or the Role Type is not USER.

In the same screen where you select the roles (Security->Role->Workflow Tab), there is a screen to add roles, select that and find the Access SuccessFactors Learning Office, or Select summary for the Role and Verify that it's Role Type is User.
