2460506 - "c:\windows\system32\libjcc.dll cannot be found" Runtime Packager Error - SAP PB

• Running the  PB Runtime Packager results in a messagebox with the following error:  "c:\windows\system32\libjcc.dll cannot be found"
• Customer has tried copying libjcc.dll to c:\windows\system32 resulting in the same error
• Also note that when the runtime packager comes up, you cannot select any of the Database Interfaces or Other Components as they are all grayed out.
