2461798 - ESI - Task watcher is not active

Symptom

Report SRT_ADMIN_CHECK shows that "Task watcher is not active", although the runtime configurations from transaction SRT_ADMIN has been executed in client 000.

The manual starting of task watcher says that "Task watcher is starting", but the status remains the same in SRT_ADMIN.
