Symptom

When creating Quota Arrangements in BAPI_QTASRVAPS_SAVEMULTI2, the errors /SAPAPO/OO_TR415 or /SAPAPO/OO_TR417 occur and quota creation fails. Although Transportation Lanes are active and there are valid External Procurement Relationships in the system.
