2462752 - The sender polling channels do not take the load balance in cluster nodes

Symptom

All the sender polling channels (such as File, JDBC, SFTP, JMS etc) distributed only to the specific server node, and they do not take the load balance for server nodes between different instances.
From the xml output of the AFW scheduler below, you will find there are server nodes do not get utilized.
