2464170 - PAN_IN failed for Product key &1 (category partner ID) not found.

Symptom

When ProductActivityNotification_In is processed for the Responsive Replenishment scenario to update the Location Product Status, XML fails due to error message "Product key &1 (category partner ID) not found"(/SCMB/MDL_BASIC 114), and in Alert Monitor screen, Product Message alert shows that "Product is missing; Location Product status changed to "NOT CHANGED"".
