2464201 - Software Update Manager (SUM) Error in the step: WAIT-PORTAL-IMPORT

Symptom

Software Update Manager (SUM) fails in the step WAIT-PORTAL-IMPORT with the below error: (Logfile: <Path to SUM>/SUM/sdt/log/SUM/WAIT-PORTAL-IMPORT_XX.LOG)

Apr 26, 2017 3:18:38 PM [Error ]: The following problem has occurred during step execution: java.lang.RuntimeException: The archive: /usr/sap/<SID>/JXX/j2ee/cluster/server<X>/temp/com.sap.portal.prt.sapj2ee/delayedDeployment_EPA/<epa file name>.epa is still not imported..

Further to this, the sap.com~com.sap.portal.pcd.gparhiddencontent.deploy.properties.log may show the following error:

java.lang.IllegalStateException: PCD Service is not started.
