Your system is on SAP S/4HANA Cloud Public Edition 1702, When using the Fiori app "Manage Posting Periods" you are unable to maintain / change an Account Range of a Posting Period.

1. Run Fiori app 'Manage Posting Periods'.
2. Try to create/maintain an account range.

The requested functionality is not available in your Release 1702. It is made available as of SAP S/4HANA Cloud Public Edition 1705,

This functionality was only made available in SAP S/4HANA Cloud Public Edition 1705. It will not be made available in SAP S/4HANA Cloud Public Edition 1702.
