2464915 - Deployment Fair Share rule 'A' results in Surplus

Symptom

You run Deployment Heuristic using Fair Share rule A and notice that even though the ATD is smaller than the total Demand, some locations end with Surplus.

You expect an equal distribution.



For example:

SOURCE: LOC1

TARGET: LOC2, LOC3 and LOC4



ATD and Demands:

LOC1 ATD: 590

LOC2 Demand: 200 (Rounding 19 )

LOC3 Demand: 200 (Rounding 30)

LOC4 Demand: 200 (Rounding 19)

TOTAL Demand: 600



Created Orders:

LOC1 -> LOC2 : 190

LOC1 -> LOC3 : 210

LOC1 -> LOC4 : 190
