2465044 - SUM phase MAIN_SHDCRE/EU_IMPORT1: 1EETQ399 Last error code set is: File EX000000.COD not found

Symptom

During upgrade using SUM, phase MAIN_SHDCRE/EU_IMPORT1 fails with error similar to following:

 4 ETQ245 Starting variable substitution in import control files
 4 ETQ399 Converting '<path_to_SUM>/SUM/abap/exchange/tplpack/EX000031.COD' to '<path_to_SUM>/SUM/abap/exchange/compack/EX000031.COD'.
 4 ETQ399 Converting '<path_to_SUM>/SUM/abap/exchange/tplpack/EX000030.COD' to '<path_to_SUM>/SUM/abap/exchange/compack/EX000030.COD'.
 1EETQ399 Last error code set is: File EX000000.COD not found on '<path_to_SUM>/SUM/abap/exchange/tplpack/EX000000.COD'
 1EETQ204 Upgrade phase "EU_IMPORT1" aborted with severe errors
