• End User Self Service Portal is not loading with an error has occurred message
• Event viewer log shows below exception information:
  Exception information: 
      Exception type: ConfigurationErrorsException 
      Exception message: Failed to decrypt using provider 'RsaProtectedConfigurationProvider'. Error message from the provider: The RSA key container could not be opened. 
• When attempting to launch Self Service Portal, event viewer shows .Net warning with this exception: "Failed to decrypt using provider 'RsaProtectedConfigurationProvider'. Error message from the provider: The RSA key container could not be opened"
