2465674 - Blank notification template still sending to users

An Administrator blanks subject and body of notification, as per the SAP Note 2440341, to deactivate the sending of a certain notification.

Notifications from this template are still sent by the instance.

Notification Header and Footer have been added to the Organisations record.

1. Administrator blank subject and body of notification.

2. End users receive notifications, even though this should not be the case.

Header and Footer data have been added to an Organisation record. LMS Admin -> Users -> Organisations. In this case then the notifications will still be sent by the LMS system.

This is due to the email notification technically having content (even though it is header and footer). This is expected behaviour.
