2465682 - Afaria Admin UI won't load after restoring or upgrading Afaria system

• Afaria Admin console is not loading with an error has occurred message
• Event viewer log shows "A configuration error has occurred" event message with below exception information:
  Exception information:
      Exception type: ConfigurationErrorsException
      Exception message: Failed to decrypt using provider 'RsaProtectedConfigurationProvider'. Error message from the provider: The RSA key container could not be opened. (C:\sybase\AfariaAdminUI\web.config line number)
• When attempting to launch Afaria Administrator UI, event viewer shows .Net warning with this exception: "Failed to decrypt using provider 'RsaProtectedConfigurationProvider'. Error message from the provider: The RSA key container could not be opened"
