2465785 - Supervisors criteria on User Search doesn't show all users records

I am searching for users on the Supervisor column on the User Page but users list doesnt match with active users in the system.

Login as Admin

Go to Users -> User Search -> click on filter of Supervisor -> Search. 

The number of users shown on this page is way to less than number of users who are active in the LMS instance.

The Supervsior filter on User search will only show users if they are active supersiors in the application.

I.e. The user should have atleast one user as subordinate in the instance to show up in the list of supersior criteria.
