2467163 - FIORI WebDynpro or WebGUI application is giving error 403, blank page or shows the FLP tiles instead of application

Symptom

When launching a Web Dynpro or SAP GUI for HTML (WebGUI) application from Fiori Launchpad, end user observe one of:

  • An 403 error: "Service cannot be reached"
  • A Fiori Launchpad (possibly with tiles) shows where the application should show and duplicate Fiori Launchpad shell bars show at the top. 
  • The screen area where the app should appear is blank.
