2467740 - Template Scheduler can Still Create Recurring Routes and Subsequent Visits Without an Owner

Template scheduler can still create recurring routes and subsequent visits without an owner, if the 'Derive Owner from Territory' flag is turned on, yet the Territory has no Owner maintained. Validations for this will be investigated for this funtionality future release.
