2467757 - Work items are not deleted via archiving

Symptom

  • Child work items are deleted but the header work item remains after archiving.
  • Parent work item is not deleted.
  • The workflow is fine before the archiving, but damaged after the archiving and deletion run.
  • SWI1 log only contains the top-level work item IDs.
