Symptom

When trying to create a new transport request from a SAP NetWeaver system, the below error message is displayed:

500 SAP Internal Server Error
ERROR: Invalid access to a string (offset too large) (termination: RABAX_STATE)

In transaction ST22, the following dump can be found:

What happened?
Error in the ABAP Application Program
The current ABAP program "/1WDA/C0STANDARD==============CP" had to be terminated
because it has come across a statement that unfortunately cannot be executed.
