2469854 - Learning : Program listed on the Learning Hours report getting doubled up

When checking the Program listed on the Learning Hours report you will also see the individual items within the Program listed on the report too, which means the report is now duplicating learning hours. This is not the expected result as it will result in our learning hours being inflated.

The hours recorded per item are as valid as the "per-program" hours. 

If you are trying to determing total learning hours by aggregating numbers from both items and programs taken and you want to avoid double-counting, you will need to stop populating hours for any items you use within programs and only populate them at the program level; or vice-versa, not use the hours field for programs and only populate that field at the item level.
