2470014 - After installing GUI 740 Patch 13 and GUI 750 Patch 0, some non-English characters in Text Editor are not displayed correctly

• After installing GUI 740 Patch 13/GUI 750 Patch 0 in different languages (e,g. Greek, Russian, Polish, Hebrew, Thai, Turkish, special characters, etc...), typed characters are not displayed correctly in text editor

• Typing Greek characters like 

  3^Ος ΟΡΟΦΟΣ,  ΠΑΝΕΠΙΣΤΗΜΙΑΚΗ ΟΦΘΑΛΜΟΛΟΓΙΚΗ ΚΛΙΝΙΚΗ, ΚΤΙΡΙΟ 1 will show characters

  ΕΠΕΙΓΟΝ ΠΡΩΪΝΗ ΠΑΡΑΔΟΣΗ

• Issue happens only while typing (input using keyboard in text edit control). Copy and paste works as expected. 
• Issue happens commonly with VA01 and VA02 transaction but can be observed in other transactions which use keyboard input in text edit control.
