2470139 - User can activate inactive requests in STMS_QA

When you set QA approval procedure during transporting requests, the requests are inactive in the target import queue.

They should be approved by an authorized approver through STMS_QA if you want to import them to the target system.

There is an option in transaction STMS under Extras to activate inactive transports.

You find the developers who import their own transports in the QA system have access to activate inactive transports through this work around in STMS, although those developers are not supposed to be the approvers.

You checked the user TMSADM in client 000 and find it has standard profile assigned.
