2470756 - Auto-populate manual setting not working

<auto-population> tag has mode set to manual in the Goal Plan XML Template, but the update button is not appearing.

Goal Management

1. Set the <auto-population> mode to manual for a calculation in the goal plan XML template.
2. Edit a goal in the same goal plan
3. View the update button is missing for the specific field to be calculated

A configuration issue, the  <rule-condition> tag is empty and cannot be empty.

Update the <rule-condition> to contain a value.
