2470885 - SAP Host agent functions StopDatabase and StartDatabase functions are not working.if database is encrypted -- SAP IQ

Starting/stopping SAP IQ database with saphostctrl results into error if database is encrypted.

SAP IQ server can be started just fine directly using SAP IQ utility start_iq.
