Configuration or permission issue

Check whether user has configured business rule permission

1. Admin Center
2. Manage Permission Roles
3. Click an admin role
4. View permissions
5. Metadata Framework check "Configure Business Rule" permission is enabled.

Check super Admin to ensure that the web service feature is not locked out

1. Navigate to Super Admin
2. Service Logins
3. On the DataService logon Set ensure it's not Locked Out
4. If locked out Click the User Name
5. Uncheck the Locked out checkbox
6. Click Change Password
7. Use the Web Service Password located in Provisioning
   

Check that Onboarding is enable correctly in Provisioning

1. Sometimes the Web Service credentials might be missing in Provisioning after an update
2. To correct that highlight the Account ID
3. Right click and cut
4. Click away from the area
5. Right click in the Account ID box again, and paste 
6. Click away from the area
7. you will see the Web Service automatically appear
8. Scroll up and save feature
