2473244 - SAP PI not starting due to Service com.sap.aii.adapter.file.svc hanging

• You are using Process Integration (PI) or Process Orchestration (PO) and have recently restarted your system
• The startup is not successfully finishing and you notice the below errors within the j2ee logs:
  Caused by: com.sap.engine.services.ejb3.runtime.impl.refmatcher.EJBResolvingException: Cannot start applicationsap.com/tc~sld~abapapi_ear; nested exception is: java.rmi.RemoteException: [ERROR CODE DPL.DS.6125] Error occurred while starting application locally and wait.; nested exception is:
  com.sap.engine.services.deploy.exceptions.ServerDeploymentException: [ERROR CODE DPL.DS.5106] The application [sap.com/tc~sld~abapapi_ear] will not be started, because of the server state is [STARTING].
• In the std_serverX.out files you notice the 'com.sap.aii.adapter.file.svc' service is timing out:
  Timed out services
  ...
  Service [com.sap.aii.adapter.file.svc] > [currently starting]
  Timed out services
