2473466 - BDC doesn't work for VIQMEL-IWERK in IW21

Symptom

Go to transaction code SM35 and record a BDC for IW21 creating a notification.  Just populate the required fields (such as VIQMEL-IWERK) and then save. The record works but when you try to re-run it, the recording fails because VIQMEL-IWERK is a required fields but is not populated.
