2473755 - Take multiple attempts to complete a course

After user attempts to complete a course, the course is not completed and no record is in the PA_CBT_STUD_CPNT.

Currently only two ways found to reproduce this issue.

1. Item created that the course did not have a completion status to send
2. Item is edited while users attempt to complete the course.

1. Make sure a completion status is set.
2. This is currently not a feature we have in the product, please find and up vote or request a enhancment request. So that it will be considered for a future release.
