2474161 - Queue in the inbound queue scheduler SMQ2 with "Name or password is incorrect (repeat logon)"

Symptom

An inbound queue in the inbound queue scheduler (transaction SMQ2) is in SYSFAIL state with the error message "00 152 - Name or password is incorrect (repeat logon)".
Altough the queue fails with the same error even it gets restarted, if it gets started from the debugger - SMQ2 (Edit - Debug LUW) - the queue gets processed.
