You use Commitment Carryforward in Funds Management 
You want to set a carryforward level for the Commitments Documents and have customized it accordingly in transaction OFUP:

In attempting changes to commitment documents (e.g. call transaction ME22N to modify an existing PO and add Conditions) you receive error FI233 stating that not all lines are in same fiscal year:
