2474480 - Check if the valid port is used or the system is not down

Symptom

A BPM work process, or web service, that is connecting through an SAP Web Dispatcher fails with the following similar error:

Cannot connect to http://localhost:50000/MyBPMWebServiceDefinitionPortType?wsdl=binding&mode=ws_policy Check if the valid port is used or the system is not down. HTTP Message : Unable to connect to localhost:50000 - Connection refused: connect (local port 49673 to address 0.0.0.0, remote port 50000 to address 127.0.0.1 (localhost))

The AS Java has two or more instances, one of which is the host and port in the error. The web service works for a particular instance and not the seconday instance(s).
