You would receive an application error When trying to terminate an Employee.

1. Search an Employee 
2. Click Actions --> Take Action or MSS --> Terminate
3. Save
4. Result: error Termination workflow request already exists for this user.

As of b1705, This is expected behavior

As of the b1705 release, Workflow Developer has introduced a new feature.

New enhancement  delivered in the release B1705, users will not be able to perform another termination when there is already a workflow request pending for review or approval

• This feature stops users from being able to generate multiple Termination Workflows for the same user.
• When terminating an Employee, the system will check to see if an unapproved Termination Workflow already exits.
• If one does, then the user will be prompted with an Error Message:"Termination workflow request already exists for this user."
